INITIAL SIGNING OF MEMORANDUM OF AGREEMENT ON ‘NATURAL DISASTER
MITIGATION PARTNERSHIP’ FOR CENTRAL VIETNAM ON 19 JUNE

Hanoi, 19 June 2001

On 19 June, during the mid-term Consultative Group meeting in Hoi An, a Memorandum of Agreement on ‘Natural Mitigation Partnership’ was signed by Mrs. Le Thi Bang Tam, Vice Minister of Finance, on behalf of the government of Vietnam, and by a number of representatives of the donor community, among others Mrs. Monique Frank, Ambassador of the Kingdom of the Netherlands; Mrs Martine Schommer, Ambassador of the Grand-Duchy of Luxembourg; Mrs. Sun-Hee Lee on behalf of the government of Australia; Mr Per Lundell on behalf of the government of Sweden; Mr. Xavier Nuttin on behalf of the European Commission; Mr. Andrew Steer, Country Director of the Worldbank; Mr. Eduard Wattez, Resident Representative of UNDP; Mr. John Geoghegan, Head of Delegation of the International Federation of the Red Cross and Mr. Vu Ngoc Hoang, Chairman of Quang Nam Province, on behalf of the Central Provinces of Vietnam. This initial signing demonstrates the broad support from the donor community to the NDM-Partnership. Other international funding agencies, donors and NGO’s are expected to sign during a signing ceremony to be organised around the end of June by the Ministry of Agriculture and Rural Development.

Objective of the National Disaster Mitigation (NDM) Partnership is to create an opportunity to work together to solve the most pressing development problem in Central Vietnam: mitigation of the natural disasters that prevent sustainable development in one of the poorest regions of the country.

The Partnership brings together concerned Government agencies, interested donors and NGO’s to address this problem. Priorities of the NDM-Partnership include the following: social development and poverty reduction; disaster preparedness and response; environmental and natural resources management; administration reform, co-ordination, capacity building and governance; rural and urban infrastructure.

Whereas currently the focus lies on the Central Provinces, extension to a National Mitigation Partnership is envisaged.
The initial Partnership will be established until December 31, 2005. Upon mutual consent, however, it can be further prolonged.
